Multiple Arrests Made in Armstrong Area Animal Cases

–Multiple arrests have been made over the last seven months by Law Enforcement officials in Emmet County following several reports of dogs running at large and killing small livestock in an around Armstrong.

The Emmet County Sheriff’s Office announced over the weekend that the one individual has been charged with animal related violations 3 times since last October, while two more individuals have been charged on a pair of separate occasions.

Josh Gardner was charged with violating Armstrong’s city ordinance for Dogs running at large on October 25, 2025, and then again on February 17th and April 8th of 2026. Gardner was also charged with Possession of a Controlled Substance-Marijuana following the April incident.

Charles Doucet has been charged with violating Armstrong’s ordinance for Dogs running large on October 25th of last year, and then again last Friday, May 1st. In this latest incident, Doucet was cited for violating Armstrong’s ordinance regulating the number of domesticated animals allowed inside a residence and a rabies vaccination violation.

Samantha Murillo was similarly charged alongside Gardner during the February and April 2026 incidents, with an additional charge of violating the limit on domestic animals at a residence in April.

Armstrong City Code prohibits homes from keeping more than 5 fully grown domesticated animals at any-one time and spells out the definition of viscous or dangerous animals that are also banned within city limits.
